Frank passed away Tuesday morning 8-21-12 at home with his wife by his side. He will be remembered by his family and many friends for his integrity, intellect, kindness, curiosity and the twinkle in his eyes. He had a passion for learning, public policy, public administration among many other interests. Golf was an important part of his life, and he spent many enjoyable hours with family and friends at California Country Club in Los Angeles and Granite Bay Golf Club in Granite Bay, CA.
He retired from public service in 1997 after more than 40 years of progressively responsible management experience with the County of Los Angeles, Los Angeles Superior Court and State of California. He continued on a part time basis to participate in a variety of public and professional activities.
In 1996, the California State Board of Control recruited and appointed Zolin to manage the Board's day to day operations, processing claims against the State of California and claims received from Victims of Crime. Major achievements from 1996 to 1997 included streamlining procedures and significantly reducing claims processing times.
From 1991 to 1995, Zolin served as Director of the Department of Motor Vehicles, one of California's largest and most visible agencies. His major achievements focused on improving customer service through reengineering business practices and implementing several new programs.
In 1984, the Los Angeles County Board of Supervisors appointed Zolin County Clerk, and he assumed responsibility for consolidating County Clerk and Superior Court operations. He served as Los Angeles County Clerk and Executive Officer and Jury Commissioner of the Superior Court until his retirement from county service in December of 1990. His major achievements included successful consolidation of Clerk and Court operations and various administrative improvements.
For the preceding 15 years, he served as Executive Officer and Jury Commissioner of Los Angeles Superior Court which had 300 judicial officers and was the largest court of general jurisdiction in the world. Prior to his appointment as Superior Court Executive Officer, Zolin served 1 1/2 years as Administrative Deputy of the Department of Public Social Services (Welfare). Immediately prior to joining DPSS, Zolin spent 10 years in the Los Angeles County Chief Administrative Office performing budget and management analysis.
Throughout his career, Zolin has served as a part time faculty member and lecturer on management and court administration at various educational institutions. He also served periodically as a consultant to public and private organizations on a variety of projects. He was on the Advisory Board of the USC School of Public Policy Administration adjunct in Sacramento and was a mentor to several students attending the school.
After graduating from Hollywood High School, he attended Los Angeles City College.
He then served in the U.S. Army in the early 50's. Upon leaving the Army, he continued his education earning a Bachelor of Arts degree with honors majoring in Political Science from CSULA. He was the recipient of numerous awards and commendations..
Survivors: Wife - Jan Hall Zolin (former Long Beach City Councilwoman), Step daughters - Jill and Larry Erps (Tulsa, OK), Jody and Dave Lewis (Rocklin, CA), Jaclyn and Andy Hesson (Westerville, OH), Step Son - Jeff and Tanya Hall (Long Beach, CA). Grandchildren -Marissa and Nate Cummings, Morgan and Madeline Lewis, Alexis and Courtney Hall, Bailey and Chase Hesson. Niece - Karyn Phillipsen.
